The Pangasinan Provincial Capitol Complex is the civic hub of both Lingayen and the entire province. Located near the shore of Lingayen Gulf, the campus centers on the neoclassical Pangasinan Capitol Building within landscaped grounds and public parks. Its broad internal roads and open spaces accommodate large public activities.


In 2025, the Capitol Complex capped Stage 6 and launched Stages 7 and 8 of the MPTC Tour of Luzon, hosting riders, officials, and fans for multiple days. This milestone positions the Lingayen campus as a suitable venue for international cycling events.
